Im looking for a nice set of office like textures. Do you have any links to such textures? and how do I turn them into vtfs? The coding part is easy but the compiling part im lost on???

What free programs can I use to compile the texture into a vtf?

most of the programs are free(all of them actually)
I use vtfedit or 360g but there are others.
